About the Position
The Project to Strengthen Civil Protection in Benin aims to enhance the operational capacity and resilience of the Beninese Agency for Civil Protection (ABPC) in response to a growing range of risks-natural, industrial, chemical, health, and domestic. The initiative focuses on improving emergency response systems, including the establishment of a national emergency number, upgrading rescue equipment, and building the skills of ABPC personnel. Key components include gender and social inclusion, community awareness and first aid training, monitoring and evaluation, and ensuring compliance with international environmental and social standards.
Responsibilities
- Supervise the pool of experts in close collaboration with the civil protection partner.
Requirements
- Advanced degree in civil protection, disaster risk management, emergency response, or a closely related field
- Excellent command of French (spoken and written)
- Strong leadership, coordination, and interpersonal skills
- Proven ability to supervise multidisciplinary expert teams
- High proficiency in project management and stakeholder engagement
- Minimum of 8 years of professional experience in civil protection, disaster risk management, or emergency response
- Proven experience in leading and supervising expert pools or technical teams in the field of civil protection or disaster risk management
- Track record of supporting operational capacity building and system strengthening for civil protection agencies
- Professional experience in Africa; knowledge of Benin’s context and security environment is a strong asset
- Experience working in close coordination with national authorities, such as the Beninese Agency for Civil Protection (ABPC), and with international cooperation actors (e.g., DCSD)
- Familiarity with gender mainstreaming, community engagement, and environmental/social safeguards within project implementation
