Job Description, Responsibilities & Requirements

About the Position

We are looking for a Team Leader for an EU project (tender stage) in Bangladesh: Technical Assistance (Support Measures) to the European Union Delegation for Cooperation in Bangladesh. The overall objective is to contribute to the achievement of Multi-annual Indicative Programme (MIP) 2021-2027 priority areas, with a particular focus on reforms carried out by the Government of Bangladesh.

Project Start Date & Duration

The intended start date is 01/01/2027 and the period of implementation of the contract will be 48 months from this date. Key Expert 1 / Team Leader must be available for the full duration of the contract and shall provide a minimum of 704 working days of input.

Responsibilities

  • Lead and manage a multinational team with a multi-sectoral/multidisciplinary focus.
  • Provide technical assistance and support measures as per the EU project requirements.
  • Ensure alignment with the EU-Bangladesh Multi-annual Indicative Programme (MIP) priority areas.

Requirements

  • A Master’s degree in business administration and/or in a discipline relevant to the scope of this assignment, particularly in areas prioritised under the EU-Bangladesh Multi-annual Indicative Programme (MIP) (e.g. renewable energy, green transition, sustainable economic development, SMEs, digitalisation, governance reforms, private sector development, gender, etc.), or in the case of a Bachelor’s degree, additional 4 years of relevant professional experience.
  • Excellent command of oral and written English (C1).
  • Proficiency in Bangla.
  • Minimum of 10 years of experience in project management and/or technical assistance within international development cooperation in developing country / countries.
  • Minimum of 7 years of experience in leading and managing multinational teams with multi-sectoral/multidisciplinary focus.
  • Experience in managing projects in the field of this contract (support measures, technical assistance facility) will be considered an asset.
  • Relevant expertise in one or more of the EU-Bangladesh Multi-annual Indicative Programme (MIP) priority areas (e.g. renewable energy, green transition, sustainable economic development, SMEs, digitalisation, governance reforms, private sector development, gender, etc.) will be considered an asset.
  • Experience with EU development cooperation frameworks and in managing EU funded programmes under the EU rules, procedures, and reporting requirements, will be considered an asset.
  • Experience from Bangladesh’s institutional landscape and development challenges will be considered an asset.

Nice to Have

  • Certifications in Project Management (e.g. PRINCE2, PM2) or Development Cooperation.
