About the Position
IREX is seeking a qualified Team Leader for the anticipated five-year, $16.5 million Millennium Challenge Corporation (MCC)-funded Training and Transitioning to Work Activity in Belize. The Activity aims to strengthen Technical and Vocational Education and Training (TVET) systems to improve the quality, relevance, and inclusiveness of training aligned with labor market needs in Belize. Based in Belize, the Team Leader will provide overall technical, managerial, and administrative leadership for the Activity and will serve as the primary point of contact with MCC, the Millennium Challenge Account (MCA) entity in Belize, government counterparts, and key stakeholders.
This position is contingent upon funding. Citizens of Belize and/or the Latin American and Caribbean region are strongly encouraged to apply.
Responsibilities
- Provide overall leadership and strategic direction to ensure high-quality implementation of all Activity components.
- Serve as the primary liaison with MCC and MCA-Belize on all technical, managerial, and contractual matters.
- Oversee program planning, implementation, budgeting, monitoring, evaluation, learning, and reporting.
- Lead, supervise, and mentor a multidisciplinary team of local and international staff and consultants.
- Build and maintain strong partnerships with government institutions, TVET providers, private sector employers, and other stakeholders.
- Ensure integration of gender equality, social inclusion, and equitable access throughout program implementation.
- Ensure compliance with MCC, IREX, and donor requirements, including safety and security policies.
Requirements
- Bachelor’s degree (Master’s degree preferred) in education, workforce development, public administration, business administration, or a related field.
- 10–15 years of progressive experience managing complex education, TVET, or workforce development programs in developing country contexts.
- Demonstrated experience serving as a Team Leader or Project Director with responsibility for large, multi-year donor-funded programs.
- Strong technical expertise in TVET systems, skills development, curriculum development, quality assurance, and/or private sector engagement.
- Experience working in Belize and/or the Latin America and Caribbean region strongly preferred.
- Prior experience with MCC-funded projects is highly desirable.
- Excellent leadership, stakeholder engagement, and communication skills in English.
