Job description

About the Position

Technical Writer: IT-expert voor overheidsaanbestedingen (K10102)

We are seeking a Technical Writer with experience in government procurement for the ANPR and sensors program at the Federal Police.

Presentation

The ANPR and sensors program is part of the Directorate of Police Information and ICT (DRI) of the Federal Police. The directorate is responsible for preparing policies and rules for information management and processing, developing the police information concept, establishing technical norms and standards, and implementing information and communication systems.

Project

Automatic Number Plate Recognition (ANPR) uses intelligent cameras that recognize license plates. The system then compares these scanned license plates with already available data (stolen or reported vehicles, whether or not they are allowed in certain areas, etc.). Within the police, ANPR is used in the context of traffic safety and judicial orders.

The intention is to increase the different sensors in type and volume over the coming years and to fully focus on quality, safety, and performance. This has an impact on central systems, information flow, and storage, etc.

Mission

As an IT Technical Expert for government procurement, you will use your IT knowledge and experience in government procurement to support the ANPR and sensors program in achieving upcoming objectives and contributing to a new government procurement for cameras and sensors.

Correctly writing out the new market IT-wise is crucial to launching a good government procurement that fits within our standards and is future-proof.

Given the need for central connection of the cameras, it is essential to have sufficient IT technical insight to think about issues such as connectivity, flow, storage, and security of information, compatibility of certain technological solutions, life cycle management, etc.

You will provide the IT technical support required for all steps in the process of the new government procurement:

  • Market analysis (existing and future solutions from camera manufacturers and integrators)
  • Needs assessment (mapping the operational and technical needs of the Integrated Police and its partners)
  • Developing technical requirements
  • Suggesting SLAs
  • Helping to establish selection and award criteria

All these activities must be carried out within the legal framework surrounding government procurement, with a focus on transparency, objectivity, and equal treatment.

As for the existing contracts of IT applications running within the program, follow-up is required for the substantive revision of service catalogs and the monitoring of performance according to contractual agreements (SLAs), quotations, contract revisions in the context of security updates, etc.

You will ensure a good structure and make every effort to respect the proposed timings.

Where necessary, you will adjust the planning and can communicate clearly and transparently about it and provide the necessary reporting.

You will build a good relationship with internal stakeholders at the police and coordinate the various initiatives with external partners to ensure the success of the initiatives.
