Join East Europe Foundation as a WINWIN EdTech Center of Excellence Lead to shape the strategic vision for educational technology in Ukraine.
About the Role
The WINWIN EdTech Center of Excellence (CoE) is being established by East Europe Foundation in close collaboration with the Ministry of Digital Transformation of Ukraine, as part of the country’s WINWIN 2030 Digital Innovation Development Strategy. WINWIN EdTech CoE aims to unite government, business, academia, and the civil society sector to foster the development of educational innovations.
Responsibilities

Strategic Sectoral Planning:
- Shape the strategic vision and priorities for the EdTech sector within the WINWIN Innovation Strategy framework.
- Develop and maintain the sectoral roadmap and operational MDT’s OKR-based plan.
- Ensure alignment with national education goals and other priorities of WINWIN Innovation Strategy fields of development.

Policy and Regulatory Development:
- Lead efforts to harmonize educational technology regulations and foster a supportive enabling environment.
- Co-design incentive policies for domestic EdTech innovations and educational transformation.

Ecosystem Development and Market Building:
- Promote domestic production of cutting-edge educational technologies.
- Facilitate the development of an ecosystem for EdTech startups and educational hardware/software components.
- Foster partnerships between educational institutions, technology companies, and government agencies.

Innovation, R&D, and Product Piloting:
- Launch minimum 3 pilot initiatives across focus areas (K-12, higher education, professional development).
- Coordinate testing of AI-powered educational tools in real classroom environments.
- Support development of Ukrainian-language educational content and platforms.

Infrastructure and Cluster Building:
- Facilitate establishment of the WINWIN EdTech Center of Excellence (CoE) as a flagship infrastructure project.
- Coordinate creation and scaling of a national EdTech cluster.
- Identify and manage infrastructure projects enabling ecosystem growth.

International Partnerships and Strategic Engagements:
- Attract global EdTech partners, investors, and technology providers.
- Forge alliances with leading international educational institutions and EdTech companies.
- Enable technology transfer and collaborative innovation with international stakeholders.

Education and Workforce Development:
- Design training and upskilling programs for educators in digital technologies and AI.
- Collaborate with universities to embed EdTech content into teacher preparation programs.
- Promote interdisciplinary programs at the intersection of education, technology, and pedagogy.

Foresight and Future-Looking Initiatives:
- Identify emerging educational trends and technologies with high innovation potential.
- Support experimental R&D in areas like personalized learning, educational AI, and immersive learning technologies.

Cross-Sector Coordination and Team Collaboration:
- Work closely with other WINWIN sector leads to integrate EdTech across sectors (especially AI, GovTech, and workforce development).
- Share insights, resources, and opportunities for cross-sector synergies.
Expected Deliverables
- Sectoral roadmap and operational plan developed and approved.
- At least 70% of MDT’s OKR achievement facilitated within 12 months.
- Minimum 3 pilot initiatives launched across focus areas.
- National EdTech ecosystem mapped and analyzed.
- EdTech CoE operational and at least one educational program launched.
- 2+ international engagements or events delivered.
- Monthly MDT’s OKR progress updates and quarterly strategy reports submitted.
Expert Profile
Education: Master’s degree in education, educational technology, computer science, innovation management, economics, or a relevant field.
Experience: 3+ years of experience in EdTech, educational innovation, digital learning, or related fields.
Core Competencies:
- Proven ability to lead complex, multi-stakeholder educational initiatives.
- Familiarity with educational ecosystems, public-private partnerships, and donor relations.
- Strong understanding of regulatory environments in education and startup dynamics.
- Experience working with educational institutions, government, private sector, and multilateral organizations.
Language Requirements: Proficiency in English is required.
