About the Position
East Europe Foundation announces an open position for a Business Analyst for implementation to strengthen the open data component. This role is ideal for someone who is passionate about digital transformation and open data.
Start date: March 2024.
Employment: Full-time or part-time, remote with some offline events.
Responsibilities
- Collaborate with project participants to collect, document, and prioritize system requirements for the development of the Unified State Open Data Web Portal and other software products.
- Communicate with all stakeholders involved in project implementation, including government officials, developers, etc.
- Create and audit diagrams and specifications of business processes related to the operation of the Unified State Open Data Web Portal and other systems.
- Develop use cases, user stories, and other artifacts to describe system behavior and interactions, providing clarity for developers and project participants.
- Define data structures, objects, and algorithms to solve tasks.
- Analyze and evaluate the current system architecture, identifying areas for improvement and alignment with project goals.
- Monitor the quality of contractors’ work, accept work and conduct user tests, optimize the developed solutions based on the results of the launch, and ensure that they meet the expectations of beneficiaries.
- Create technical requirements and specifications for software product development and procurement.
- Check the documentation for acceptance of the software on the balance sheet by the state authorities.
- Develop and implement a system of technical support for users. Participate in the development of training materials, instructions, and manuals for system users.
- Study and analyze the regulatory framework for open data.
Requirements
- Higher or incomplete higher education (in the field of information technology will be an advantage).
- At least 3 years of experience in the development and implementation of digital products and IT solutions as a business analyst, tester, support specialist.
- Understanding of the software design and development process, formulation of high-level and detailed technical requirements for a software product.
- Knowledge of BPMN 2.0 notation.
- Strong analytical skills with experience in data analysis and user research.
- Experience in testing and integrating, maintaining, and developing the functionality of information systems.
- Experience in interacting with representatives of government agencies and the public sector.
- Strong communication and presentation skills with the ability to effectively communicate complex concepts to technical and non-technical stakeholders.
- English language skills at least B1 (intermediate) level.
Skills and Competencies
- High level of digital readiness (use of electronic services and digital solutions in everyday life).
- Analytical mindset and the ability to find innovative solutions.
- Experience with Confluence (or equivalent).
- Attention to detail.
- High level of self-organization.
- Knowledge of open data legislation will be an advantage.
