Business Analyst for the project on the development and implementation of the Urban Planning Cadaster at the state level

About the Position

The East Europe Foundation, within the framework of the USAID/UK aid Transparency and Accountability in Public Administration and Services (TAPAS) project, announces a competition for the position of Business Analyst for the project on the development and implementation of the Urban Planning Cadaster at the state level.

The integrated information system “Geoinformation system Urban Planning Cadaster of the State Level” (GIS UPCS) is a state system for storing and using geospatial data on the unified digital topographic base of the country, planning and cartographic base, state border, boundaries of administrative and territorial units, the General Scheme of Planning of the Territory of Ukraine, planning schemes for certain parts of the territory of Ukraine, results of monitoring the development of master plans of settlements, urban planning documentation, legal and regulatory acts on urban planning, and other information resources of sectoral cadasters and information systems.

The development of the GIS UPCS is crucial for the reform of the construction sector aimed at full automation of urban planning and construction processes. The introduction of this system will minimize the human factor in most processes and, first of all, in the provision of construction services to citizens and businesses and is expected to have a significant anti-corruption impact.

Responsibilities

• Study of existing business processes for the development and use of urban planning documentation (UPD).
• Study and understanding of the legislation governing the development and use of urban planning documents.
• Study of existing business processes for the provision of public services to the public and business.
• Study and understanding of the legislation governing the provision of administrative services.
• Re-engineering of business processes for the development and use of urban planning documentation.
• Analysis of sources and life cycle of source data for urban planning documentation development.
• Design of integrations and information exchanges with GIS UPCS.
• Modeling of interfaces of interactive forms of GIS UPCS.
• Meetings with stakeholders to clarify requirements for information systems.
• Documentation of information systems functionality, development of technical requirements, tasks and specifications.
• Conducting presentations and coordination meetings for stakeholders.
• Collecting statistics on the number of developed urban planning documentation, issued urban planning conditions and restrictions, collected output data sets, etc.

Requirements

• More than two (2) years of experience in business process analytics.
• Understanding of the software design and development process, formulation of high-level technical requirements for a software product.
• Ability to structure elements of information systems and identify technologies and possible software solutions.
• Experience in writing technical specifications, requirements and specifications for IT projects.
• Knowledge of BPMN 2.0 and UML notations.

Nice to Have

• More than two (2) years of experience with Jira and Confluence.
• Experience in using interface modeling products (Axure, Figma) is required.
• Experience in business process modeling (Cawemo).
• Experience in communication with government agencies (clarifying requirements, making presentations).
• Knowledge of English will be an advantage.
• Experience with geographic information systems will be an advantage.
• Knowledge of urban planning legislation will be an advantage.
