Responsibilities

• Performs work in accordance with the current legislation, orders, instructions, and administrative documents of the Ministry of Internal Affairs, regulatory and legal acts.
• Develops and submits for approval the draft administrative, technical, operational, and other necessary documents.
• Carries out work with limited access on objects of information activity (hereinafter - OID).
• Conducts work and creation and implementation of technical information protection complexes (hereinafter - CTZI) on OID, carrying out certification of CTZs and registration of acts of attestation of these complexes in the State Service of Special Communications and Information Protection of Ukraine, and coordinates work on the design and development of complex information protection systems (hereinafter - CSI) in AS.
• Organizes and ensures measures for the protection of state secrets within the competence of the department.
• Analyzes and summarizes the results of the effectiveness of public policy by direction of activity.
• Conducts installation work on the OID apparatus of the Ministry of Internal Affairs.
• Carries out search activities for OID.
• Controls the integrity of the equipment installed on the OID of the Ministry of Internal Affairs and carries out their prompt recovery after failures, failures, accidents, provides methodical assistance to the units of the Ministry of Internal Affairs on these issues.
• Within the competence of the department participates in measures to ensure compliance with the secrecy regime during meetings, negotiations with the participation of the leadership of the Ministry of Internal Affairs, including with foreigners.
• Carries out, within the competence, control and inspection work on the state of technical protection of information in the apparatus of the Ministry of Internal Affairs, territorial bodies for the provision of service services, institutions, institutions, and enterprises belonging to the sphere of management of the Ministry of Internal Affairs.

Requirements

Qualification Requirements

• Education: Higher education with an educational degree not lower than bachelor, junior bachelor.
• Work Experience: Not required.
• Proficiency in the State Language: Fluency in the state language.

• Digital Literacy: The ability to use computer devices, basic office and specialized software for the effective performance of their official duties; the ability to use Internet services to effectively search for the necessary information; the ability to verify the reliability of sources and the reliability of data and information in the digital environment; the ability to work with documents in various digital formats, store, accumulate, organize, archive digital resources and data of various types; the ability to avoid dangers in the digital environment, protect personal and confidential data; the ability to use electronic registers, electronic document management systems, and other electronic government systems for the exchange of information, for electronic correspondence in the framework of their official duties; the ability to use joint online calendars, services for the preparation and joint editing of documents, to be able to use a qualified electronic signature (CAP); the ability to use open digital resources for their own professional development.

Professional Knowledge

• Knowledge of Legislation: Knowledge of the Constitution of Ukraine; Law of Ukraine “On Civil Service”; Law of Ukraine “On Prevention of Corruption” and other legislation.
• Knowledge of Legislation in the Field: Knowledge of the Law of Ukraine “On State Secrets”; The Law of Ukraine “On Information”; The Law of Ukraine “On Protection of Information in Information and Telecommunication Systems”; Decree of the President of Ukraine of September 27, 1999 No. 1229 “On Approval of the Regulation on Technical Protection of Information in Ukraine”; Resolution of the Cabinet of Ministers of Ukraine dated December 18, 2013 No. 939 “On approval of the Procedure for organizing and ensuring the secrecy regime in state bodies, local self-government bodies, enterprises, institutions and organizations and recognizing as invalidated certain resolutions of the Cabinet of Ministers of Ukraine”; Resolution of the Cabinet of Ministers of Ukraine dated February 16, 1998 № 180 “On approval of the Regulation on ensuring the regime of secrecy during the processing of information constituting a state secret in information, telecommunication and information and telecommunication systems”.
• Knowledge of Information Protection System: Provisions on the protection of information from leakage by technical channels at the objects of information activity and in the information and telecommunication system; Procedure for the creation and certification of technical information protection complexes.

Salary

• Official salary - UAH 10,600.
• Allowances, surcharges, bonuses, and compensation in accordance with Article 52 of the Law of Ukraine “On Civil Service”.
• Increase to the official salary for the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended).

Duration of Appointment

• Indefinitely.
• The term of appointment of a person who has reached the age of 65 is one year with the right of re-appointment without the obligatory holding of a competition annually.

• Required Information:
  1. Application for participation in the competition indicating the main reasons for holding the position according to the form in accordance with Appendix 2 to the Procedure for holding a tender for public service positions, approved by the Resolution of the Cabinet of Ministers of Ukraine of March 25, 2016 No. 246 (as amended).
  2. A summary in the form in accordance with Annex 2 1, in which the following information is necessarily indicated: surname, first name, patronymic of the candidate; details of the document certifying the identity and confirming the citizenship of Ukraine; confirmation of the availability of an appropriate degree of higher education; confirmation of the level of fluency in the state language; information about work experience, civil service experience (if available), work experience in relevant positions in the relevant field defined in the competition, and in managerial positions (if applicable).
  3. A statement informing that it is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Purge of Power”, and gives consent to the inspection and to the disclosure of information about it in accordance with the said Law.
