Chief Specialist of the Department of Medical Rehabilitation and Reconstructive Treatment

About the Position

The Ministry of Internal Affairs of Ukraine announces a tender for the position of public service category “B” of the Department of Health and Rehabilitation. The role is for the Chief Specialist of the Department of Medical Rehabilitation and Reconstructive Treatment.

Responsibilities

• Provides information and methodological assistance to employees of the Ministry of Internal Affairs, police officers, other employees of the National Police of Ukraine, servicemen, and employees of the National Guard of Ukraine, injured during the anti-terrorist operation/operation of the Joint Forces, pensioners, and veterans from among the rank and file of the head of the internal affairs bodies and the National Police of Ukraine, members of their families in the exercise of the right to sanatorium-resort provision in medical rehabilitation centers of the Ministry of Internal Affairs.
• Provides proposals for improving the system of rehabilitation and sanatorium-resort treatment, recovery, and rest in the MRI.
• Participates in the preparation of information for the distribution of messages on the allocation of vouchers for sanatorium-resort treatment, recovery, and rest.
• Participates in the work of inspection teams for checking the activities of the MRC, ensuring the preparation of tasks during business trips.
• Prepares projects of organizational and methodological materials, methodological recommendations, and instructions on the organization of rehabilitation, sanatorium-resort treatment, rehabilitation, and rest in accordance with the legislation of Ukraine.
• Participates in the preparation in the areas of activity within the competence of the department, materials for consideration in the committees.
• Participates in the elaboration of draft regulations, preparation of draft orders, guidelines, directives of the Ministry of Internal Affairs and the Department of Health and Rehabilitation on issues regulating the provision of rehabilitation and sanatorium-resort treatment, rehabilitation, and recreation.
• Considers citizens' appeals on issues of rehabilitation, sanatorium-resort treatment, wellness, and recreation and on other issues.

Requirements

• Education: Higher education with an educational degree not lower than bachelor, junior bachelor.
• Work experience: Not required.
• Proficiency in the state language: Fluency in the state language.

Competency Requirements

• Self-organization and autonomy in work: The ability to independently organize their activities and time, to prioritize the performance of tasks, to set the order of their execution; the ability to independently make decisions and perform tasks in the process of professional activity.
• Communication and interaction: The ability to interact effectively - to listen, to perceive, and to express an opinion; the ability to convince others through arguments and consistent communication.
• Qualitative performance of the tasks: Clear and accurate formulation of the purpose, goals, and objectives of official activity; understanding the content of the task and its final results, independent determination of possible ways to achieve.

Professional Knowledge

• Knowledge of legislation: Constitution of Ukraine; Law of Ukraine “On Civil Service”; Law of Ukraine “On Prevention of Corruption” and other legislation.
• Knowledge of legislation in the field: The Law of Ukraine “On the Appeal of Citizens”; The Law of Ukraine “Fundamentals of the Legislation of Ukraine on Health Care”; The Law of Ukraine “On the Status of Veterans of Military Service, Veterans of Internal Affairs, Veterans of the National Police and Certain Other Persons and Their Social Protection”; Law of Ukraine “On social and legal protection of servicemen and members of their families”; Law of Ukraine “On Rehabilitation of Persons with Disabilities in Ukraine”.

We Offer

• Salary: UAH 10,600.
• Allowances, surcharges, bonuses, and compensation: In accordance with Article 52 of the Law of Ukraine “On Civil Service”.
• Increase to the official salary: For the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended).
