About the Position

The Ministry of Internal Affairs of Ukraine announces a tender for the position of public service category “B” of the Department of Communications. The role is for a chief specialist of the department of online communications within the Ministry of Internal Affairs of Ukraine.

Responsibilities

  • Participates in the development of information and image policy of the Ministry of Internal Affairs, its implementation, as well as organizes and conducts special information events.
  • Collects information, prepares and distributes information reports on the activities of the Ministry of Internal Affairs, the progress of state policy in the relevant field.
  • Participates in filling pages in social networks, the official website of the Ministry of Internal Affairs and ensuring its functioning in the mode of an information agency.
  • Interacts with employees of print media, which provide preparation of photo materials on law enforcement issues, provides them with practical assistance in obtaining the necessary materials.
  • Prepares auxiliary materials necessary for the creation of television programs.
  • Prepares and sends responses to letters, appeals, statements, complaints, requests for information on issues within the competence of the department.
  • Ensures the implementation of legislative acts, carries out systematic control over their implementation within the limits and procedure established by law and participates in the development of draft legislative and regulatory acts, current and future plans for the work of the apparatus of the Ministry of Internal Affairs and the Department.
  • Performs other functions in accordance with the tasks and responsibilities within the powers defined in this job description.

Requirements

  • Education: Higher education with an educational degree not lower than bachelor, junior bachelor.
  • Work experience: Not required.
  • Proficiency in the state language: Fluency in Ukrainian.
  • Skills: Information Security, Digital Marketing, Marketing.
  • Competency requirements:
    • Achieving results: The ability to clearly see the result of activities; the ability to focus efforts to achieve the result of the activity; the ability to prevent and effectively overcome obstacles.
    • Digital Literacy: The ability to use computer devices, basic office and specialized software for the effective performance of their official duties; the ability to use Internet services to effectively search for the necessary information; the ability to verify the reliability of sources and the reliability of data and information in the digital environment; the ability to work with documents in various digital formats; store, accumulate, organize, archive digital resources and data of various types; the ability to avoid dangers in the digital environment, to protect personal and confidential data; the ability to use electronic registers, electronic document management systems and other electronic government systems for the exchange of information, for electronic correspondence within their official duties; the ability to use joint online calendars, services for preparation and joint editing of documents, to be able to use a qualified electronic signature (KEP); the ability to use open digital resources for their own professional development.
    • Teamwork and interaction: Understanding the weight of their contribution to the overall result (structural subdivision/state body); focus on team result; willingness to work in a team and assist colleagues in their professional activities to achieve common goals; openness in the exchange of information.
  • Professional knowledge:
    • Knowledge of legislation: Constitution of Ukraine; Law of Ukraine “On Civil Service”; Law of Ukraine “On Prevention of Corruption” and other legislation.
    • Knowledge of legislation in the field: The Law of Ukraine “On Information”; The Law of Ukraine “On Access to Public Information”; the Law of Ukraine “On the Appeal of Citizens”; The Law of Ukraine “On the Procedure for Coverage of the Activities of State Authorities and Local Self-Government Bodies in Ukraine by Mass Media”; Law of Ukraine “On Television and Radio Broadcasting”.
