About the Position

The Ministry of Internal Affairs of Ukraine announces a tender for the position of public service category “B” of the chief specialist of the Department of Personnel.

Order of 28.08.2021 № 643 On the announcement of the competition of civil service category “B” of the Department of Personnel.

Official duties:

• Carries out measures for the collection, processing, accumulation of information received by the department from the structural units of the Ministry of Internal Affairs apparatus, territorial bodies, institutions, institutions and enterprises belonging to the sphere of management of the Ministry of Internal Affairs, the National Guard of Ukraine, the Central Office for Personnel Management and Civil Service.
• Develops and participates in the development of draft laws and other regulations on personnel management and civil service in the areas of work of the department.
• Summarizes the results of the implementation in the Department of the tasks defined in the relevant programs, plans, concepts, activities, orders of the leadership of the Ministry of Internal Affairs.
• Prepares and participates in the preparation of reports, text, information, analytical materials, report notes, certificates for making relevant management decisions by the leadership of the Ministry and the Department.
• Keeps records of personnel, prepares statistical information in accordance with the specified forms of reporting and accounting documentation.
• Considers issues related to ensuring the rights of persons with disabilities.
• Maintains relevant official documentation, complies with the requirements of internal service regulations, discipline and legality.
• Carries out other separate assignments of the management of the department, department, department and ministry granted on the basis of and within the powers provided for by the Constitution and laws of Ukraine.

Requirements

• Education: Higher education by educational degree not lower than bachelor, junior bachelor.
• Work experience: Does not need.
• Proficiency in the state language: Fluency in the state language.

  • Digital literacy: The ability to use computer devices, basic office and specialized software for the effective performance of their official duties; the ability to use Internet services to effectively search for the necessary information; the ability to verify the reliability of sources and the reliability of data and information in the digital environment; the ability to work with documents in various digital formats; store, store, organize, archive digital resources and data of various types; the ability to avoid dangers in the digital environment, protect personal and confidential data; the ability to use electronic registers, electronic document management systems and other electronic government systems for the exchange of information, for electronic correspondence in the framework of their official duties; the ability to use joint online calendars, services for the preparation and joint editing of documents, the ability to use a qualified electronic signature (CAP); the ability to use open digital resources for their own professional development.
• Professional knowledge:
  • Knowledge of legislation: Knowledge: Constitution of Ukraine; The Law of Ukraine “On Civil Service”; Law of Ukraine “On Prevention of Corruption” and other legislation.
  • Knowledge of legislation in the field: Knowledge: The Law of Ukraine “On the Appeal of Citizens”; The Law of Ukraine “On Advocacy and Advocacy”; The Law of Ukraine “On Access to Public Information”; Resolution of the Cabinet of Ministers of Ukraine dated January 17, 2018 No.55 “Some issues of documenting management activities”; Resolution of the Cabinet of Ministers of Ukraine dated October 28, 2015 № 878 “On approval of the Regulation on the Ministry of Internal Affairs of Ukraine”.

We Offer

• Salary: UAH 10,600.
• Allowances, surcharges, bonuses and compensation: In accordance with Article 52 of the Law of Ukraine “On Civil Service”.
• Increase to the official salary: For the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended).
