About the Position

The East Europe Foundation announces a competition for the position of Civic Outreach Advisor. The role focuses on promoting anti-corruption measures, transparency, oversight, and citizen participation in local governance within Ukraine.

Project Background

The USAID and UK Dev Promoting Integrity in Public Sector Activity (Pro-Integrity) aims to address corruption risks at the national, local government, and recovery and reconstruction levels. The Civic Outreach Advisor will work under Objective 2, which involves strengthening anti-corruption compliance and control in local governance.

Responsibilities

  • Develop and implement strategies to engage local civil society organizations and initiative groups in anti-corruption activities.
  • Collaborate with the Local Integrity Manager to advise, design, and implement integrity improvement plans from a civic outreach perspective.
  • Work with the Gender Advisor to ensure local integrity plans reach diverse groups such as women, veterans, youth, and others.
  • Design and implement grant programs to promote civic oversight of local government activities.
  • Co-create project concepts with potential grantees and CSOs, monitor project implementation quality, and build grantees' capacity in technical areas.
  • Work across Pro-Integrity departments to ensure the implementation of grant programs, including grants management, monitoring and evaluation, regional offices, and other component teams.
  • Implement innovative ideas to stimulate regional civic activism.
  • Design and implement capacity-building programs to strengthen local civic activists and investigative journalists' capacities in monitoring local government activities.
  • Foster partnerships between civil society and local authorities to improve integrity, minimize corruption risks, and introduce best integrity practices.
  • Coordinate with the Regional Manager to oversee the work of regional staff in interacting with local civil society actors and local governments' civic outreach activities.
  • Coordinate with other international development projects and initiatives.
  • Perform other tasks assigned by the program management.

Requirements

  • A minimum of a bachelor’s degree, preferably in a relevant field such as business administration, finance, law, public administration, or public policy.
  • A minimum of 5 years of experience working with the civil society sector. Experience working with anti-corruption non-governmental actors is preferred.
  • Experience developing and implementing public outreach campaigns, organizing events, and facilitating stakeholder dialogue.
  • Experience working with international donor-funded development activities in Ukraine is preferred.
  • Strong communication skills, ability to work effectively with various stakeholders, analytical skills, and problem-solving abilities.
