About the Position
East Europe Foundation is announcing a contest for the position of administrative manager of the procurement department. The role is based in Kyiv, Ukraine, and will start in November 2024. This is a full-time position with a hybrid work format (offline/online).
Responsibilities
- Preparation of full tender documentation, according to the requirements and policies of the Fund and other donor organizations.
- Putting together technical assignments in coordination with project managers.
- Organizing and performing purchases on electronic platforms.
- Entering data into registries of tenders and specialists.
- Performing market research for goods and services.
- Verification of compliance of the received commercial tender offers and the list of documents with the requirements of the policies of the Fund and donor organizations.
- Consultation with coworkers within the program, in terms of related formats and templates, as well as procurement policies of the Fund and donor organizations.
- Documentational support of the procurement process according to the requirements of policies and procedures of the Fund and donor organizations.
- Work with various types of agreements, contracts, such as: agreements with service providers, experts, consultants, etc.
- Support of the activities of the Project in terms of contracts with experts / executors / service providers and tracking the fulfillment of the conditions of such contracts.
- Performance of related tasks within their competence at the request of the management.
Requirements
- Excellent self-organization, independence, and a result-oriented approach with a desire to learn.
- Work experience with electronic platforms for procurement procedures.
- Effective communication skills, and ability to lead discussions.
- Ability to work in a team, to be fair and diligent in the performance of assigned tasks.
- Ability to adapt to changes, and to successfully set up and manage priorities as needed.
Necessary Qualifications and Experience
- Higher education in the sphere of economics and/or related specialties.
- 5 years of confirmed experience working in the sphere of procurement and contract administration.
- Work experience in international or non-governmental organizations (experience of procurement for donor costs will be an advantage), and/or experience in the sphere of public procurement.
- Confirmed level of understanding of work on electronic platforms.
- Confident use of a personal computer and MS Office.
- Fluent communication in the Ukrainian and English languages.
- Understanding of requirements of legislation in terms of business contracts and their conclusions.
