About the Position

East Europe Foundation is announcing a contest for the position of Monitoring and Evaluation Manager. Employment begins in May 2025, with the location being Kyiv, Ukraine. The work format is a combination of offline and online.

Responsibilities

  • Development of monitoring and evaluation plan, and the implementation of this plan.
  • Supervision and management of the monitoring system of the program.
  • Support for remote programming team, supervision over overall progress, reaching planned goals, and preparation of related reports.
  • Organizing the collection and processing of information related to specific criteria, and on a needs-basis, organization and participation in surveying, focus groups, interviews.
  • Ensuring quality control over program and project documentation relating to monitoring and evaluation, assistance with reporting about the program.
  • Implement a results-oriented management approach.
  • Development, quality control, and confirmation of technical assignments for the choice of service suppliers, in the criteria of monitoring and evaluation (external implementation assessment, organization of surveying, etc).
  • Participation in the process of external evaluation of the program.
  • Execution and development of a system for the management of program knowledge (KMS), encouragement for learning and exchange of knowledge.
  • Participation in the development of new program instruments, approaches and methodics, politics.
  • Mentoring colleagues on the following criteria: project development cycle, the process of monitoring and evaluation of programs, results-oriented management.

Requirements

  • Magistrate diploma, or equivalent in the subject of business administration, public administration and management, sociology, monitoring, evaluation and research in development, or in another relevant field.
  • Minimum of three years relevant work experience in consulting management services, practical work experience in the field of project development, conducting monitoring and evaluation in developmental projects and programs.
  • Experience in quantitative and qualitative methods of social monitoring, databases and systems of indicators of the execution of programs, projects, modern approaches to planning and implementing monitoring and evaluation of programs.
  • Knowledge of principles, standards and concepts, politic monitoring and evaluation to the largest donors (SDC, USAID, EU, GIZ, etc.).
  • Strong technical skills, readiness to analyze and work with data with the help of one or more of the several program packages for work with statistics. Familiarity with at least one of the following packages: SPSS, Epi-Info, Stata, OCA, MS Access.
  • Experience with the use of a computer and office programs (MS Word, PowerPoint, Power BI, Excel, etc).
  • Interpersonal communication skills and the ability to solve assigned tasks in a timely manner.
  • Ability to prepare written materials and presentations in English and Ukrainian languages.
