Job Description, Responsibilities & Requirements
About the Position
East Europe Foundation, within the framework of the USAID/UK Aid Project Transparency and Accountability in Public Administration and Services (TAPAS) announces a competition for a post of Diia Services Business Analyst to implement services in both Diia Mobile Application and Web Portal.
Responsibilities
- Scrutinize the business processes of providing public services to the population and business;
- Review the current legislation applicable to the provision of administrative services to the population and business;
- Collect analytical data necessary for the development of electronic services in Diia Mobile Application and Web Portal;
- Hold regular meetings with stakeholders, including government authorities, users, and business companies, to discuss requirements for electronic services in Diia;
- Model / optimize business processes to provide electronic services in Diia Mobile Application and Web Portal;
- Model interfaces and interactive forms of future services;
- Develop User stories;
- Monitor the project backlog;
- Prepare project documentation, in particular, technical requirements, terms of reference, and specifications for the development of electronic services in Diia Mobile Application and Web Portal;
- Conduct regular coordination meetings with stakeholders.
Requirements
- University or post-secondary degree in IT or engineering (or related field);
- At least two years of experience in business process analytics;
- Experience in writing terms of reference, requirements, and specifications for IT products;
- Understanding the software design and development process and its implementation;
- Ability to structure information system components and identify possible software solutions;
- Knowledge of BPMN 2.0 and UML notations;
- Experience with Jira and Confluence;
- Experience in using interface modeling products (Axure, Figma);
- Experience in modeling business processes (Cawemo);
- Experience in communication with state authorities (clarifying requirements, conducting presentations, etc.).
Desired Skills and Work Experience
- Strong organizational skills and attention to detail;
- Experience in communication and user/customer interaction;
- Social skills and ability to work in a team;
- Ability to instruct untrained users;
- Willingness to learn new technologies and products;
- Experience in implementing and using government software products will be a plus;
- Command of English will be an advantage;
- Knowledge of legislation in the field of administrative services will be an advantage.
