About the Position
East Europe Foundation, within the framework of the USAID/UK Aid Project Transparency and Accountability in Public Administration and Services (TAPAS), announces a competition for a post of manager to implement services in both Diia Mobile Application and Web Portal (Diia Services Implementation Manager).
Responsibilities
- Provide regular support to services users and administrators in both Diia Mobile Application and Diia Web Portal;
- Hold regular meetings with stakeholders (including representatives of government agencies, users, and business companies) to identify user requirements for e-services in Diia and participate in the development of technical requirements for these services;
- Communicate with service development teams for Diia Mobile Application and Web Portal;
- Support the product (service) after its launch into commercial operation;
- Set tasks for software developers based on the results of service testing;
- Coordinate the development of dashboards to track the statistics of the launched services (including the total number of applications, gender breakdown, age breakdown, and others);
- Develop training materials, instructions, and manuals for service users;
- Prepare answers to frequently asked questions to upload them to the Diia Web Portal and Mobile Application FAQ section;
- Work closely with the support team;
- Participate in the development of test documentation;
- Participate in testing services and conduct bug tracking;
- Maintain an incident log;
- Create lists of bugs, suggestions, and user requirements, and maintain relevant documentation;
- Communicate with external partners on service development (banks, retailers, and others).
Requirements
- University or post-secondary degree in IT or engineering (or related field);
- At least one year of experience in customer support and software testing;
- Experience with DBMS, in particular with PostgreSQL;
- Understanding the software development and testing processes;
- Understanding the software design and development process and its implementation;
- Experience in developing and presenting training materials for users;
- Experience in conducting training sessions for IT product users;
- Ability to structure information system components and identify possible software solutions.
Desired Skills and Work Experience
- Strong organizational skills and attention to detail;
- Experience in communication and user/customer interaction;
- Social skills and ability to work in a team;
- Ability to instruct untrained users;
- Willingness to learn new technologies and products;
- Experience in implementing and using government software products will be a plus;
- Command of English will be an advantage;
- Knowledge of legislation in the field of administrative services will be an advantage.
