Director of the Department of Informatization

About the Position

The Ministry of Internal Affairs of Ukraine announces a tender for the position of civil service category “B” Director of the Department of Informatization. This role is pivotal in leading and managing the informatization efforts within the Ministry of Internal Affairs of Ukraine.

Responsibilities

• Organizes the work of the Department of Informatization, directs its activities, and ensures the performance of assigned tasks and functions.
• Allocates duties to deputies, heads of structural units, and determines their tasks.
• Coordinates job descriptions of civil servants and employees of the Department.
• Defines the main measures in the activities of the Department in accordance with the tasks and functions provided for by the Regulation on the Department of Informatization of the Ministry of Internal Affairs of Ukraine.
• Carries out control over the organization and provision in the Department of secrecy regime in accordance with the law.
• Informs the management of the Ministry of Internal Affairs about the state of informatization and use of electronic trust services in the Ministry of Internal Affairs, and makes proposals for improving them.
• Participates in the elaboration of materials on the approval by the Minister of the Ministry of Internal Affairs of candidates for appointments to the positions of heads, deputy heads of structural units for digital development, digital transformations, and digitalization of CEV apparatus.
• Organizes the preparation of draft regulatory and other acts in the areas of activity of the Department.
• Considers the results of the Department's activities and takes measures to eliminate existing shortcomings.
• Organizes and controls the work with the appeals of individuals and legal entities in the areas of activity of the Department, and carries out personal reception of citizens.
• Exercises other powers in accordance with the tasks provided for in the Regulation and other regulatory acts.

Requirements

Qualification Requirements

• Education: Higher education with an educational degree not lower than a master's.
• Work Experience: Experience in public service positions of categories “B” or “C” or experience of service in local self-government bodies, or experience in managerial positions of enterprises, institutions, and organizations, regardless of the form of ownership for at least two years.
• Proficiency in the State Language: Fluency in the state language.

• Effective Coordination with Others: Ability to establish relations with other structural units of a state body, representatives of other state bodies, including using digital technologies.
• Management of the Organization of Work: Clear vision of the goal, effective management of resources, clear implementation planning, and effective formation and management of processes.
• Making Effective Decisions: Ability to make timely and balanced decisions, analysis of alternatives, the ability to take a balanced risk, autonomy, and initiative with regard to proposals and decisions.
• Digital Literacy: Ability to use computer devices, basic office and specialized software for the effective performance of their official duties.

Professional Knowledge

• Knowledge of Legislation: Knowledge of the Constitution of Ukraine, The Law of Ukraine “On Civil Service”, Law of Ukraine “On Prevention of Corruption” and other legislation.
• Knowledge of Legislation in the Field: Knowledge of The Law of Ukraine “On the National Informatization Program”, The Law of Ukraine “On Electronic Trust Services”, The Law of Ukraine “On Protection of Information in Information and Telecommunication Systems”, The Law of Ukraine “On the Protection of Personal Data”, The Law of Ukraine “On Electronic Documents and Electronic Document Circulation”, The Law of Ukraine “On Information”, The Law of Ukraine “On the Appeal of Citizens”, The Law of Ukraine “On Accounting and Financial Reporting in Ukraine”, The Law of Ukraine “On the basic principles of ensuring the cybersecurity of Ukraine”, The Law of Ukraine “On Central Executive Bodies”, and other relevant regulations.

We Offer

• Salary: Official salary - 19,900 UAH.
• Allowances, Surcharges, Bonuses, and Compensation: In accordance with Article 52 of the Law of Ukraine “On Civil Service”.
• Increase to the Official Salary: For the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended).

Application for participation in the competition indicating the main reasons for holding the position according to the form in accordance with Appendix 2 to the Procedure for holding a tender for public service positions, approved by the Resolution of the Cabinet of Ministers of Ukraine of March 25, 2016 No. 246 (as amended).
  2. A summary in the form in accordance with Annex 2 1, which includes the following information: surname, first name, patronymic of the candidate; details of the document certifying the identity and confirming the citizenship of Ukraine; confirmation of the availability of an appropriate degree of higher education; information about work experience, civil service experience (if available), work experience in relevant positions in the relevant field defined in the competition, and in managerial positions (if applicable).
  3. A statement informing that it is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Purge of Power”, and gives consent to the inspection and disclosure of information about it in accordance with the said Law.
  4. A copy of the State Certificate on the level of proficiency in the state language (extract from the register of State certificates on the level of proficiency in the state language), confirming the level of proficiency in the state language, determined by the National Commission on Standards of the State Language.
