Head of the Department of Interaction with Representative Offices of the Accredited Center of Key Certification

About the Position

The Ministry of Internal Affairs of Ukraine announces a tender for the position of civil service category “B” for the Head of the Department of Interaction with Representative Offices of the Accredited Center of Key Certification of the Department of Informatization.

Order of the Ministry of Internal Affairs of Ukraine on May 18, 2021 No. 356 was approved.

Responsibilities

• Organizes work on the opening of representative offices (in particular, separate registration points) of the ACSC of the Ministry of Internal Affairs.
• Coordinates, accompanies, and supervises the work in the provision of qualified electronic trust services.
• Provides briefings with the staff of the ACSC representative offices of the Ministry of Internal Affairs.
• Participates in activities to ensure the provision of qualified electronic trust services using the passport of a citizen of Ukraine with an implanted contactless electronic medium (passport in the form of an ID-card).
• Participates in the preparation for inspections of the ACSC of the Ministry of Internal Affairs by the supervisory authority.
• Ensures the management of regulatory and contractual work on the functioning of the ACSC of the Ministry of Internal Affairs and its representative offices.
• Ensures interaction with other qualified providers of electronic trust services and their representative offices.
• Prepares analytical and summary materials on the direction of the department's activities for consideration at the meetings of the Ministry of Internal Affairs management.
• Participates in the organization and operation of a comprehensive information protection system in the information and telecommunication system of a qualified provider of electronic trust services.
• Implements proper administration in the ACSC of the Ministry of Internal Affairs and control over the operation of the ATSC ATSC of the Ministry of Internal Affairs.
• Participates in keeping records, issuing, and controlling the correct use of secure carriers of personal keys issued by the ACSC of the Ministry of Internal Affairs, and other reliable means of qualified electronic signature used and maintained by the ACSC of the Ministry of Internal Affairs.

Requirements

• Education: Higher education with an educational degree not lower than a master's.
• Work experience: Experience in public service positions of categories “B” or “B” or experience of service in local self-government bodies, or experience in managerial positions of enterprises, institutions, and organizations, regardless of the form of ownership for at least two years.
• Proficiency in the state language: Fluency in the state language.

Professional Knowledge

• Knowledge of legislation: Constitution of Ukraine; Law of Ukraine “On Civil Service”; Law of Ukraine “On Prevention of Corruption” and other legislation.
• Knowledge of legislation in the field: The Law of Ukraine “On the Unified State Demographic Register and documents confirming the citizenship of Ukraine, identity card or its special status”; The Law of Ukraine “On Electronic Trust Services”; The Law of Ukraine “On Protection of Information in Information and Telecommunication Systems”; The Law of Ukraine “On the Protection of Personal Data”; The Law of Ukraine “On Electronic Documents and Electronic Document Circulation”. Resolution of the Cabinet of Ministers of Ukraine dated November 07, 2018 No. 992 “On Approval of Requirements in the Field of Electronic Trust Services and Procedure for Verification of Compliance”; Resolution of the Cabinet of Ministers of Ukraine dated July 19, 2018 No. 749 “On Approval of the Procedure for the Use of Electronic Trust Services in State Authorities, Local Self-Government Bodies, Enterprises, Institutions and Organizations of State Form of Ownership.
• Knowledge of information protection system: Components of the information security policy; ensuring the functioning of a comprehensive information protection system.

We Offer

• Salary: Official salary - 13,700 UAH; allowances, surcharges, bonuses, and compensation in accordance with Article 52 of the Law of Ukraine “On Civil Service”; increase to the official salary for the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended).
