Head of the Department of the Directorate of the Ministry of Internal Affairs of Ukraine

About the Position

The Ministry of Internal Affairs of Ukraine announces a closed competition for the position of civil service category “B” - Head of the Department of the Directorate of the Ministry of Internal Affairs of Ukraine. Order dated 08.04.2021 № 248 was approved.

Responsibilities

• Heads the department, organizes its work, directs the activities of employees to fulfill the tasks assigned to the department, while ensuring:
  • Implementation of state policy on countering hybrid threats
  • Promoting the development of the sphere of strategic communications
  • Coordination of the work of structural units of the Ministry of Internal Affairs, the National Guard of Ukraine, and the Central Intelligence Agency on countering hybrid threats
  • Monitoring, analysis, and assessment of hybrid threats to the national security of Ukraine
  • Preparation and submission to the Minister of draft legislative and regulatory acts necessary to effectively counter hybrid threats
  • Study of the experience of countering hybrid threats at national, regional, and local levels
  • Establishing and expanding cooperation with international experts
  • Control over the activities of employees and the creation of conditions for the successful performance of their official duties
  • Development of measures to improve the activities of the department in the main areas of its work
• Works directly with secret documents on the protection of national interests and the state border

Requirements

• Education: Higher education with an educational degree not lower than a master's degree
• Work Experience: Experience in public service positions of categories “B” or “B” or experience of service in local self-government bodies, or experience in managerial positions of enterprises, institutions, and organizations, regardless of the form of ownership for at least two years
• Proficiency in the state language: Fluency in the state language

Professional Knowledge

• Knowledge of legislation: Knowledge of the Constitution of Ukraine; Law of Ukraine “On Civil Service”; Law of Ukraine “On Prevention of Corruption” and other legislation
• Knowledge of legislation in the field: Knowledge of the Law of Ukraine “On the National Police”; Law of Ukraine “On the National Guard of Ukraine”; Law of Ukraine “On the State Border Guard Service of Ukraine”; Law of Ukraine “On the Unified State Demographic Register and documents confirming the citizenship of Ukraine, identity card or its special status”; Law of Ukraine “On the National Security of Ukraine”; Law of Ukraine “On the Appeal of Citizens”
• Knowledge of information protection system in the field of combating hybrid threats: Components of information security policy; ensuring the functioning of a comprehensive information protection system

Salary

• Official salary: 13,700 UAH
• Allowances, surcharges, bonuses, and compensation in accordance with Article 52 of the Law of Ukraine “On Civil Service”
• Increase to the official salary for the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended)

Application for participation in the competition indicating the main reasons for holding the position according to the form in accordance with Appendix 2 to the Procedure for holding a tender for public service positions, approved by the Resolution of the Cabinet of Ministers of Ukraine of March 25, 2016 No. 246 (as amended)
  2. A summary in the form in accordance with Annex 2 1, which includes:
     • Surname, first name, patronymic of the candidate
     • Details of the document certifying the identity and confirming the citizenship of Ukraine
     • Confirmation of the availability of an appropriate degree of higher education
     • Confirmation of the level of fluency in the state language
     • Information about work experience, civil service experience (if available), work experience in relevant positions in the relevant field defined in the competition, and in managerial positions (if applicable)
  3. A statement informing that it is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Purge of Power”, and gives consent to the inspection and to the disclosure of information about it in accordance with the said Law
