About the Position

The Ministry of Internal Affairs of Ukraine announces a tender for the position of public service category “B” - head of the Main Department for De-occupation and Reintegration of the Autonomous Republic of Crimea and other temporarily occupied territories of Ukraine of the Directorate of Strategic Planning and European Integration of the Ministry of Internal Affairs of Ukraine.

Responsibilities

  • Heads the main management, manages its work, bears personal responsibility for the results of its activities, high-quality and effective performance of assigned tasks.
  • Organizes the analysis of security problems and the effectiveness of the implementation of the directions of activity of the Ministry of Internal Affairs in the field of de-occupation and reintegration of temporarily occupied territories in accordance with the competence.
  • Prepares proposals of the Ministry of Internal Affairs for the draft priority action plans of the Government.
  • Organizes the implementation of measures to ensure the formation of state policy in the field of de-occupation and reintegration of temporarily occupied territories in accordance with the program of activities of the Cabinet of Ministers of Ukraine, priority action plans of the Government, other state policy documents.
  • Coordinates the work on ensuring control over the implementation by structural units of the Ministry of Internal Affairs, NGU, CEV, legislation and regulatory acts relating to de-occupation and reintegration of temporarily occupied territories of Ukraine, and supervises their implementation.
  • Provides organization of work on the formation of goals and priorities of the Ministry of Internal Affairs in the field of de-occupation and reintegration of temporarily occupied territories.
  • Organizes the preparation of proposals of the Ministry of Internal Affairs for the program of activities of the Cabinet of Ministers of Ukraine in accordance with the competence of the Directorate.
  • Organizes the analysis and makes proposals for improving the activities of the CEV and NGU, their territorial bodies, enterprises, institutions and organizations in the field of de-occupation and reintegration of temporarily occupied territories.
  • Provides the structural units of the apparatus of the Ministry of Internal Affairs with the necessary methodological and advisory assistance.
  • Organizes work on the development of draft regulations on the formation of state policy in the field of de-occupation and reintegration of temporarily occupied territories in accordance with the competence of the Ministry of Internal Affairs.
  • Ensures professional examination of draft regulatory acts developed by the bodies of the Ministry of Internal Affairs and submitted for approval of the Minister, as well as draft regulatory acts developed by other CEAs and submitted for approval to the Ministry of Internal Affairs or the CEC, which fall within the competence of the Main Directorate.
  • Organizes monitoring of the information environment of the temporarily occupied territories to identify existing information challenges and threats in the sphere of public security and public order, civil protection, state border security and migration processes.
  • Ensures, within the competence, the implementation of a strategic communications system to respond to such challenges and threats.
  • Provides the preparation of materials for the prompt informing of the leadership of the Ministry of Internal Affairs about events that can cause a significant public resonance, carry a potential threat to law order, human security, society and the state from the side of the temporarily occupied territories.
  • Contributes to ensuring the implementation of a unified state policy aimed at achieving equal rights and opportunities for women and men within their powers.

Requirements

  • Education: Higher education with an educational degree not lower than a master's degree.
  • Work experience: Experience in public service positions of categories “B” or “C” or experience of service in local self-government bodies, or experience in managerial positions of enterprises, institutions and organizations, regardless of the form of ownership for at least two years.
  • Proficiency in the state language: Fluency in Ukrainian.

  • Official salary - 15,600 UAH
  • Allowances, surcharges, bonuses and compensation in accordance with Article 52 of the Law of Ukraine “On Civil Service”
  • Increase to the official salary for the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended)
