About the Position

The Ministry of Internal Affairs of Ukraine announces a tender for the position of the head of the Sector for Interaction with Territorial Authorities of the “B” category of civil service.

Order of 20.08.2021 № 619 On the announcement of the competition for the position of public service of category “B” of the Sector of interaction with territorial bodies.

Responsibilities

Carry out correspondence in the prescribed manner with the structural divisions of the Ministry, central executive bodies, whose activities are directed and coordinated by the Minister, institutions, institutions and enterprises belonging to the sphere of management of the Ministry of Internal Affairs, and territorial bodies.
Organizes the preparation of draft orders and mandates of an organizational and administrative nature relating to the activities of the Sector.
Develops a prospective and current planning of the work of the Sector and monitors the timely and high-quality implementation of the planned activities.
Provides organizational and methodological guidance and control over the work of the employees of the Sector.
Monitors compliance by the sector with the rules of internal labor regulations.
Carries out organizational work on strict and clear compliance and implementation by Sector employees of the legislation of Ukraine on matters falling within the competence of the Sector, including civil service and corruption prevention.

Requirements

Education: Higher education with an educational degree not lower than a master's degree.
Work experience: Experience in public service positions of categories “B” or “B” or experience of service in local self-government bodies, or experience in managerial positions of enterprises, institutions and organizations, regardless of the form of ownership for at least two years.
Proficiency in the state language: Fluency in the state language.

Making effective decisions: The ability to make timely and balanced decisions; analysis of alternatives; the ability to take a balanced risk; autonomy and initiative with regard to proposals and decisions.
Analytical abilities: The ability to think logically, generalize, concretize, decompose complex questions into components, distinguish the main from the secondary, identify patterns; ability to analyze information and draw conclusions, critically evaluate situations, predict and draw their own conclusions.
Management of work organization: Effective formation and management of processes; clear vision of the goal; clear implementation planning.
Effective coordination with others: Ability to exchange information constructively, coordinate and organize actions; the ability to unite and systematize joint efforts; ability to work in a team.

Professional Knowledge

Knowledge of legislation: Knowledge of the Constitution of Ukraine; The Law of Ukraine “On Civil Service”; Law of Ukraine “On Prevention of Corruption” and other legislation.
Knowledge of legislation in the field: Knowledge of The Law of Ukraine “On Central Executive Bodies”; The Law of Ukraine “On the Appeal of Citizens”; The Law of Ukraine “On Information”; Resolution of the Cabinet of Ministers of Ukraine dated October 28, 2015 No. 889 “On the formation of territorial bodies for the provision of service services of the Ministry of Internal Affairs”; Regulation on the Ministry of Internal Affairs of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine dated October 28, 2015 № 878.

We Offer

Salary: Official salary - 13,700 UAH.
Allowances: Allowances, surcharges, bonuses, and compensation in accordance with Article 52 of the Law of Ukraine “On Civil Service”.
Increase: Increase to the official salary for the rank of civil servant in accordance with the Resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “The issue of remuneration of employees of state bodies” (as amended).
