About the Position
BRDO is looking for a Legal Project Manager for judicial reform to coordinate the legal direction of a complex reform project in the digitalization of justice and the court system.
Responsibilities
- Coordination of the legal and regulatory (re-engineering) direction of the project in the digitalization of justice.
- Planning, coordination, and control of the execution of tasks in the legal stream.
- Formation and maintenance of the work plan, timeline, deliverables tracker, risk register, and implementation statuses.
- Coordination of the work of legal experts, analysts, consultants, and other involved specialists.
- Organization of the analysis of legislation, court procedures, institutional processes, and practical problems in the field of electronic justice.
- Coordination and participation in the preparation of analytical documents, policy papers, concepts, proposals for normative-legal acts, comparative tables, presentations, and reports.
- Organization of interaction with government agencies, representatives of the judicial system, professional communities, experts, and project partners.
- Preparation and support of working groups, consultations, expert discussions, status meetings, and follow-up.
- Identification of legal, procedural, and institutional risks that may affect the implementation of digital solutions in the court system.
- Support for the head of the direction in making management decisions, preparing positions, statuses, and explanations for partners.
Requirements
- Higher legal education.
- 3+ years of experience in the field of law, judicial reform, justice, public policy, or public sector reforms.
- Deep understanding of the functioning of the court system in Ukraine.
- Understanding of the logic of court processes, preferably in several areas: civil, commercial, administrative, and criminal proceedings.
- Understanding of the roles and interactions of key participants in the judicial process: judges, court staff, lawyers, prosecutors, parties to the process, and other participants.
- Understanding of current issues in electronic litigation, electronic document management, electronic communication with the court, and digital services in the field of justice.
- Experience in analyzing normative-legal acts and preparing proposals for their improvement.
- Experience in coordinating experts, lawyers, analysts, or interdisciplinary teams.
- Ability to manage several parallel workflows, record decisions, monitor execution, and meet deadlines.
- Strong analytical, organizational, and communication skills.
- Ukrainian – fluently.
- English – at least B2 level.
Nice to Have
- In-depth practical experience in judicial reform projects, court governance, or modernization of the justice system.
- Experience working with judicial authorities, judicial governance bodies, government agencies, or international technical assistance projects.
- Practical experience in representation, procedural support, or working with real court cases in civil, commercial, administrative, or criminal proceedings.
- Experience in independently preparing draft laws, sub-legal acts, analytical notes, concepts, or policy papers from task setting to final approval.
- Understanding of digital transformation in the public sector.
- Understanding of issues of electronic evidence, electronic signature, electronic identification, data protection, and electronic document management.
- Experience working with international donors, implementers, or technical assistance projects.
- Experience in facilitating working groups, expert consultations, or inter-institutional interaction.
