Offshore Delivery Manager / Stream Lead

About the Position

The Offshore Delivery Manager / Stream Lead is a senior leadership role responsible for the end-to-end delivery, operational health, and strategic transformation of a dedicated application portfolio stream for our strategic client. Operating within a Managed Capacity and Digital Factory model, you will lead multiple cross-functional Balanced Teams (Squads). The role is responsible for driving EPAM’s offshore transformation agenda, including delivery excellence, operational discipline, OPERA continuous improvement, AI-Native SDLC adoption, and the shift toward Test-Driven Development (TDD) and automated Quality Engineering.

This role acts as the offshore change agent for the stream, ensuring teams move beyond steady-state delivery by embedding GenAI-enabled engineering practices, improving productivity, reducing run-rate inefficiencies, and maintaining transparent, data-driven reporting to client leadership.

Responsibilities

• Lead the offshore Transition Plan for your stream including knowledge transfer, shadowing, reverse shadowing, quality gates, and readiness for steady-state ownership
• Own day-to-day delivery across run, change, and new development for multiple Agile squads, partnering with onshore leads to keep backlogs ready and sprints predictable
• Run program-level Agile ceremonies including Scrum of Scrums, Meta Scrum, and Big Room Planning aligned to the delivery framework
• Resolve delivery blockers, manage cross-squad dependencies, and lead escalations for critical production incidents including Severity one and Severity two
• Manage the stream capacity pool, balancing utilization, demand, and agreed variance to plan
• Drive continuous improvement to improve productivity, reduce run-rate waste, and reinvest capacity into strategic work
• Embed AI-native SDLC practices, developer-owned quality, test-driven development (TDD), automated regression, and transparent KPI and service level agreement (SLA) reporting

Requirements

• Delivery management experience leading large offshore engagements for global enterprise clients
• Expertise in operating model transformation from Time and Materials or staff augmentation to Managed Capacity or Managed Services
• Scaled Agile delivery expertise with the ability to coordinate multiple squads and manage complex cross-team dependencies
• Software engineering foundation across modern stacks plus cloud and DevOps practices to guide technical decision-making
• Experience applying generative artificial intelligence (GenAI) in the software development lifecycle to improve productivity and engineering outcomes
• Quality Engineering background including shift-left testing, test-driven development (TDD), behavior-driven development (BDD) and continuous integration and continuous delivery (CI/CD) automation
• Stakeholder management strength with clear communication, constructive pushback, and effective scope control with onshore counterparts

Nice to Have

• Experience with AI-assisted engineering tools such as GitHub Copilot or similar approved platforms
• Exposure to Looker or similar tools for delivery health, quality, productivity, or AI adoption dashboards
• Experience shifting teams from manual testing toward developer-owned quality and automated regression
