Program Manager

About the Position

We are seeking a strategic Program Manager for our global high-tech consultancy company, specializing in infrastructure, mobility, and energy transition. Based in Utrecht, Netherlands, you will be responsible for setting up, managing, and controlling integrated programs within areas such as infrastructure, mobility, energy transition, water safety, and spatial development.

Responsibilities

• Ensure coherence between projects and safeguard strategic objectives.
• Establish an effective governance and decision-making structure.
• Manage the overall program from scope and phasing to finances, risks, capacity, and quality.
• Act as a sparring partner for clients and executives, translating complex challenges into clear choices and concrete results.

Requirements

• Affinity for civil engineering and the spatial domain.
• Experience in managing programs or complex projects.
• Familiarity with program and project management methodologies (such as MSP, IPMA, PRINCE2, or similar).
• Experience managing cohesion, governance, finances, risks, scope, and quality.
• Affinity for translating strategic objectives into executable programs.
• Excellence in stakeholder management and governance communication.
• Analytical, structured, and decisive.
