About the Position
East Europe Foundation, within the framework of the USAID/UK Aid Project Transparency and Accountability in Public Administration and Services (TAPAS), announces a competition for a post of Project Specialist in Geoinformation Systems and Technologies to implement and support the IT system of the Unified State Address Register and the Unified State Register of Buildings and Related Structures.
Responsibilities
- Review and process data sets on administrative units and territories of local communities; addresses; buildings; related structures and premises; road network facilities; transportation routes; orthophotos; topographic data sets and other geospatial (cartographic) data required for the development of the Unified State Address Register.
- Familiarization with concepts, presentations, methods, instructions, technical requirements and tasks, draft regulations on the development of the Unified State Address Register and other registers, and submitting proposals for their completion.
- Coordinate the development and improvement of materials for the Unified State Address Register and the Unified State Register of Buildings and Related Structures.
- Elaborate methods, instructions, video lessons on processing datasets, including geospatial data.
- Organizing trainings and seminars for representatives of local governments and other stakeholders.
- Collecting data from local governments, analyzing the work of local governments on the development of the Unified State Address Register and the Unified State Register of Buildings and Structures.
Requirements
- At least three years of experience as a data analyst in GIS and cadastral analysis.
- Experience working with public GIS across Ukraine.
- Excellent understanding of IT project management.
- Experience in development and administration of geoinformation systems.
- Knowledge of artificial intelligence technologies.
- Good understanding of business process development and Scrum, Agile, Kanban.
- Interest in developing modern GIS systems.
- Good analytical, organizational and communication skills.
- Fluency in Ukrainian and knowledge of English.
