Implementation Product manager/Product owner (повернення українців з-за кордону)

About the Position

We are seeking an Implementation Product Manager/Product Owner to lead the development and implementation of public support programs, focusing on the return of Ukrainians from abroad.

Responsibilities

• Research target audience and determine their needs;
• Generate and select product ideas;
• Develop strategic concepts and present them for approval;
• Prepare a product implementation roadmap;
• Monitor the implementation process;
• Track challenges and manage risks;
• Conduct product piloting and implementation;
• Manage the full product lifecycle from idea to launch and scaling;
• Coordinate team work and ensure its activities align with institutional goals;
• Ensure consistency between political, operational, and user-oriented aspects of the product;
• Develop and support product and service creation processes.

Requirements

• Higher education in law, economics, marketing, business administration, or related fields;
• At least 2 years of experience as a project manager with proven experience in launching public or commercial services/products;
• Experience collaborating with government bodies and target audiences in the development and implementation of public programs (e.g., "єОселя", "Національний кешбек", "Зроблено в Україні", "єПідтримка", etc.);
• Proven experience in the full product creation cycle (from idea to launch) in government agencies, state-owned enterprises (e.g., "Укрзалізниця", "Нафтогаз"), or state banks;
• Experience in identifying insights and validating hypotheses;
• Ability to define, track, and analyze key performance indicators (KPIs);
• Understanding of qualitative and quantitative research methodologies and survey design principles;
• Experience in business process analysis and implementation control;
• Proven experience in creating products "from scratch", their further development, and scaling;
• Ability to design, build, and analyze user journeys and interaction funnels using various models;
• Deep understanding of user acquisition funnels, churn reasons, and retention strategies;
• Ability to work independently, make decisions, and effectively operate in a dynamic environment;
• Willingness to take responsibility for achieving results, not just for process execution;
• Proficiency in English at B1+ level.
