Tender Specialist (Ukrainian & international)

About the Position

We are seeking a Tender Specialist (Ukrainian & international) for a Ukrainian developer and manufacturer of military UAVs. Our key product is interceptor drones countering enemy strike UAVs, an innovative, codified product with in-house R&D and an operating serial-assembly production. Our strategy focuses on interceptors and small air-defence systems protecting troops and civilian infrastructure, with serial volumes scaled through partner production sites.

Responsibilities

• Monitor and select relevant tenders (Prozorro, Defence Procurement Agency / DOT purchases, commercial platforms, international venues);
• Study tender and technical documentation and assess requirements and participation risks;
• Prepare bids (technical part with R&D, pricing, qualification documents, bank guarantees);
• Handle appeals (complaints to the Antimonopoly Committee with the legal department, demands to remove discriminatory conditions, working with clarifications);
• Support contract signing and execution following tender results;
• Maintain a knowledge base of algorithms and templates for each procedure type.

Requirements

• 5+ years working with tenders, a significant part on Prozorro on the bidder side;
• Proven won tenders and successful appeals to the Antimonopoly Committee (cases will be verified);
• Confident work with technical documentation (reading specs/requirements and preparing the technical part of a bid);
• Knowledge of public-procurement law (the Law "On Public Procurement", wartime specifics, defence procurement);
• Experience with commercial tender platforms and understanding of how they work.

Nice to Have

• Experience with defence procurement (DOT / Defence Procurement Agency) and closed procedures;
• English and international tender experience (NATO NSPA, UN, EU procedures).

We Offer

• Competitive salary: UAH 70,000/month (net) + % of sales. The rate is a budget benchmark (net); negotiable for strong candidates.

• On-site work format in Kyiv, Ukraine.
• Reservation from mobilisation can be discussed.
• Polygraph required at hiring.
• Selection checks include reference letters and calls with previous managers (minimum two), a security check, and a polygraph test at hiring.
